Bandai Namco has introduced a miniature of Radan in the Figuarts Mini collectible line. The message is about merchandise, not an update to the game itself.
For a collector, the exact size, equipment, availability of delivery and the final price in a store in their region are important. The photo of the figure is not an indication of a new playable character or DLC. If you're looking for Elden Ring changes, head over to the patch notes; here the source describes the physical product and the conditions for pre-ordering it.
